Mortgage pre-approval vs. pre-qualification for Florida buyers: what the letter really promises, the 45-day credit-shopping window, and how to get it right for a condo

Short answer: a pre-qualification or pre-approval letter is a lender's statement that it's generally willing to lend you up to a certain amount, based on certain assumptions. Neither one is a guaranteed loan. What counts is what the lender actually verified. For a condo, the letter should be based on the real association fee and on a loan type the building can qualify for.
Pre-qualification vs. pre-approval
The CFPB says lenders use the two terms differently (CFPB: prequalification vs. preapproval):
- Some lenders give a "prequalification" based on unverified information you report, and a "preapproval" only after verifying it.
- Others use the words interchangeably.
- Some lenders may issue a written commitment letter, valid for a set time and subject to limited conditions.
The CFPB's advice is not to worry about the label and to ask what was checked. Its points:
- A letter helps you make an offer because it gives the seller confidence you can get financing.
- The lender may check your credit when it issues one.
- Getting preapproved early can help you spot credit issues while there's still time to fix them.
- If a lender evaluates you and says you don't qualify for a letter, it must give you an adverse action notice, even if you never filed a formal application.
What to ask the lender before you shop
- What did you verify? Ask about income documents, assets and a credit report, or whether it was only what you told them.
- What loan type and down payment is it based on? FHA, VA and conventional loans each have their own rules for condo buildings. See FHA condo approval, VA loans for condos and non-warrantable condos.
- What monthly association fee did you assume? Fannie Mae counts association dues and special assessments in your monthly housing expense (Fannie Mae Selling Guide B3-6-03), so a letter run with a low placeholder can overstate your price range. See why condo fees are high in Florida.
- What taxes and insurance did you assume? Use the property's own figures where you can; see property taxes by city and HO-6 insurance.
- When does it expire, and what would change it? New debt, a job change or a big unexplained deposit can all affect your approval.
Shopping lenders without wrecking your credit
According to the CFPB (CFPB: what happens when a lender checks my credit):
- A lender's credit check is an inquiry that typically has a small negative effect on your scores.
- Multiple mortgage credit checks within a 45-day window are recorded as a single inquiry. You can get several preapprovals and Loan Estimates, and the effect is the same as long as the last check is within 45 days of the first.
- Checking your own credit doesn't affect your scores. You can get your reports at annualcreditreport.com, which the CFPB points to.
- Avoid applying for other credit, such as a car loan or new card, right before or during the mortgage process.
From letter to Loan Estimate
Under federal rules, once a lender has six pieces of information it has an application, and it must send a Loan Estimate (Regulation Z, 12 CFR 1026.2(a)(3) and commentary):
- your name
- your income
- your Social Security number, to pull credit
- the property address
- an estimate of the property's value
- the loan amount you want
That's why the letter comes first and the Loan Estimate usually follows a signed contract. The CFPB notes that a lender only has to honor a Loan Estimate's terms for 10 business days. Silence doesn't count as your intent to proceed, so tell the lender in time if you want to move forward (CFPB: intent to proceed). See Loan Estimate vs. Closing Disclosure for what can change before closing.
Condo buyers: line these up before the offer
- Get the building's association fee, any special assessments and the master insurance details from the listing or the association. See who pays a special assessment.
- Plan the cash: down payment, closing costs and the escrow deposit. See condo down payments, Broward closing costs and earnest money.
- If you'll use help, line it up early; see Broward down payment assistance and Hometown Heroes, which use participating lenders.
- Work through the Florida condo buying checklist for the documents you're entitled to.

Questions
What's the difference between pre-qualification and pre-approval?
Lenders use the terms differently. Some prequalify on unverified information and preapprove only after verifying it; the CFPB says to ask what the lender checked rather than rely on the label. Neither is a guaranteed loan offer.
Does getting preapproved hurt my credit?
A lender's credit check typically has a small negative effect, but the CFPB says multiple mortgage credit checks within 45 days count as a single inquiry, so you can compare several lenders.
Can I get preapproved for a condo?
Yes. Tell the lender it's a condo and give it the association fee, because dues count in your payment and the building must qualify for the loan type you choose.
When does a lender have to give me a Loan Estimate?
Once it has your name, income, Social Security number, the property address, an estimated value and the loan amount, that's an application under federal rules and a Loan Estimate follows.
How long does a Loan Estimate's pricing hold?
The CFPB says a lender only has to honor a Loan Estimate's terms for 10 business days unless you express your intent to proceed.
